Scoping

The Environmental Impact Statement requires a Scoping phase, which is an open and ongoing process to identify the range of alternatives and impacts and issues to be addressed in the environmental documentation. It considers the views of the public and other government agencies. This process is accomplished through interagency meetings and field views. During Scoping, partners define agency roles, identify public involvement processes and opportunities, review assessment methodologies, identify stakeholders, and review the range of alternatives identified in the transportation planning process. Scoping is a tool to be used to bridge the gap between transportation planning and project development.

EIS Timeline

The following is a basic timeline for how the Maryland Transit Administration (MTA) will carry out the Environmental Impact Statement (EIS) Process.

Summer 2001 Scoping meetings with the public and Agencies
Summer- Fall 2001 Initial Environmental and Engineering studies
Fall 2001 First round of Public Meetings to discuss alternatives
Fall 2001 Identify alternatives retained for detailed study
Fall 2001-Winter 2001 Detailed Environmental and Engineering studies (stations, alignments, operations, etc)
Early 2003 Continue work on Draft Environmental Impact Statement (EIS)
Fall 2003 Public Hearings
2004 Record of Decision
