The Environmental Impact Statement requires a Scoping phase,
which is an open and ongoing process to identify the range
of alternatives and impacts and issues to be addressed in
the environmental documentation. It considers the views of
the public and other government agencies. This process is
accomplished through interagency meetings and field views.
During Scoping, partners define agency roles, identify public
involvement processes and opportunities, review assessment
methodologies, identify stakeholders, and review the range
of alternatives identified in the transportation planning
process. Scoping is a tool to be used to bridge the gap between
transportation planning and project development.
