• Maryland appropriates matching funds and creates an ownership entity
  
• Solicit and award contract for design, build, operation and maintenance (DBOM)
  
• Final Design and Construction -- 2005-2009
  
• Testing -- 2009-2010
  
• Revenue Service -- 2010
